A member of the Presidential Committee on Dialogue and
Peaceful Resolution of the Security Challenges in the North, Dr. Hakeen
Baba-Ahmed, has attributed the renewed activities of the Boko Haram insurgents
to the inaction of President Goodluck Jonathan on the committee’s report.
Baba-Ahmed said
it was sad and unfortunate that many months after the committee submitted its
report to the President with far reaching recommendations, the government had
not considered it necessary to implement any part of the report, which includes
suggestions that a standing committee on continuous dialogue be set up by the
government.
The Kabiru
Tanimu Turaki-led committee submitted its report to President Jonathan on
November 13, last year, but Baba-Ahmed said on a Liberty Radio programme, Guest
of the Week, monitored in Kaduna that before the final report was submitted to
the President, the committee told him that some of the recommendations would
require immediate action.
He said: “I wish
I knew why the report is being delayed. Nobody is more worried than me because
of the immense amount of work that we put into that report. We put in huge
amount of efforts, took personal risks and made excellent recommendations to
this President which has just been dumped. Not even a single recommendation of
that committee has been implemented.
“Some of those recommendations are so vital that they
were tied to specific things. We went to the President before we submitted the
report and said some of the recommendations we were going to submit would
require immediate actions.
It is like Mr Ahmed still has a carry over of the military mentality and does not also understand the import of setting up a committee and the place of a committee's report. If a committee is set up, their job is to investigate either the presence or absence of; or the propriety or otherwise or even the role/effect of a particular person or institution or thing in ... Etc. The committee after investigations submits its report or recommendations to the body that set it up. That body/person/agency now must have to study the recommendations, check their suitability and conformity with the policy of the government and or the constitution or overall objects of the agency before they are now implemented. The question then is, what were the recommendations of the committee? Do they suit our circumstance? What are the implications inherent in the implementation or unimplementation of the recommendation? Do they require the endorsement of the National Assembly? These are pertinent questions that face every submitted committee's report including the Mr Ahmed's report. Only the military can implement overnight using their fire brigade approach.

ReplyDeleteI think the continued security situation in the north east is deliberately orchestrated by Jonathan to ensure election does not hold in these places in 2015 since he is certain he can't get any tangible vote from this region. This is very unpatriotic of a failed leader like Jonathan . God will disgrace him before the election. The spirits of these innocent children killed will continue to hunt him forever and ever. Amen!
